As the nation’s largest energy consumer, the federal government has both the opportunity and responsibility to provide energy leadership and energy management excellence. Energy is critical to the mission-readiness of various federal agencies and therefore a strategic priority. However, faced with significant budget constraints and increasingly aggressive mandates to reduce energy and water consumption and utilize renewable energy, agencies are constantly looking for ways to:

Energy Savings Performance Contracting (ESPC) provides a comprehensive contracting framework that uses private sector resources to deliver energy efficiency and facility infrastructure upgrades with no up-front capital and without the need for congressional appropriations. Energy services companies (ESCOs), such as NORESCO, incur all costs and risks associated with the development and implementation of the project, in exchange for a share of the verified utility and operational savings produced.

In order to streamline procurement for such energy projects, the U.S. Department of Energy (DOE) and the Army Corps of Engineers have created indefinite-delivery, indefinite-quantity (IDIQ) contracts that can be used for any federal facility worldwide. ESCOs are awarded these umbrella contracts based on their ability to meet terms and conditions. As a DOE Super ESPC and Army Corps of Engineers ESPC contract holder, NORESCO brings critical efficiency and sustainability goals within reach for federal agencies.

Utility Energy Service Contracts (UESC) are contracting vehicles federal agencies can use to implement comprehensive energy efficiency and facility infrastructure upgrades with no up-front capital. In a UESC, the federal agency contracts with a serving gas, electric or water utility. NORESCO, in partnership with the utility, provides a turnkey project, including development, implementation, financing, and performance assurance.

NORESCO is a recognized expert within the energy services industry with over $1.2 billion of proven energy solutions in virtually all types of government facilities from federal courthouses and office buildings to military installations and National Laboratories.

NORESCO has achieved some of the highest technical rankings in each of the major ESPC IDIQ solicitations. We are the only ESCO to have been selected for all DOD and DOE Super ESPC IDIQ contract awards issued to-date.
