NORESCO’s Approach Includes Financed Solutions
Energy Savings Performance Contracting (ESPC) helps the federal government achieve these goals through a comprehensive framework using private sector resources. It can deliver energy efficiency, facility infrastructure upgrades, and climate and mission resilience with no up-front capital and without the need for congressional appropriations.
Energy services companies (ESCOs), such as NORESCO, incur all costs and risks associated with the development, implementation, and service of the project, paid through the verified utility and operational savings produced. ESPC contracts also provide a means for federal customers to monetize tax incentives and other credits that are not directly available to federal entities for clean and advanced energy technologies.
The U.S. Department of Energy (DOE) and the Army Corps of Engineers have streamlined ESPC procurement by creating indefinite-delivery, indefinite-quantity (IDIQ) contracts that can be used for any federal facility worldwide. As a DOE and Army Corps of Engineers ESPC IDIQ contract holder, NORESCO brings critical efficiency, sustainability, and clean energy goals within reach for federal agencies.
Federal customers can also use Utility Energy Service Contracts (UESC) to implement comprehensive energy efficiency and facility infrastructure upgrades with no up-front capital. In a UESC, the federal agency contracts with a serving gas, electric or water utility. NORESCO, in partnership with the utility, provides a turnkey project, including development, implementation, financing, and performance assurance. NORESCO currently has master agreements with 14 utilities across the country to support our utility partners through UESCs.

In our 40 years as a pioneering ESCO, NORESCO has achieved some of the highest technical rankings in each of the major ESPC IDIQ contract evaluations. The DOE rated NORESCO’s proposal number one overall out of 25 proposals submitted and 20 awards made for the DOE ESPC GEN4 IDIQ contract award.
NORESCO’s dedicated Federal team is responding to federal clean energy, climate resilience, and mission assurance challenges with a suite of technologies and techniques including:
- New and efficient technologies, like heat pumps, that support electrification of on-site loads formerly met with fossil fuels

- Helping customers identify all available creative funding sources such as tax incentives, rebates, and the DOE’s Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) grant program
NORESCO was one of the first ESCOs to implement energy sales agreements (ESAs) to help federal customers fully capture and monetize all available tax and other incentives. Now we’re breaking ground through the integration of third-party financing to leverage savings generated through the Energy Resilience and Conservation Investment Program (ERCIP). This approach can fund additional efficiencies and provide ongoing O&M support for the infrastructure ERCIP enables.
