NORESCO Awarded US Army Fourth Generation Energy Savings Performance Contract for Federal Facilities
WESTBOROUGH, Mass. -
The U.S. Army has competitively awarded a new, multi-year contract to NORESCO to provide Energy Savings Performance Contracts (ESPCs) in support of energy, water and resilience. As a top-ranked energy service company (ESCO), NORESCO has provided ESPC services with guaranteed savings to the Department of Defense, U.S. Department of Energy and other government agencies since the inception of the ESPC program more than 25 years ago.
This performance-based acquisition awarded by the U.S. Army Engineering and Support Center, Huntsville, Alabama, allows federal agencies to procure multiple energy savings projects in the U.S. and abroad without up-front capital costs. Work under this contract can be implemented and paid for from energy savings by ESCOs utilizing private capital to make infrastructure improvements without increases to operating budgets.
The award to NORESCO, administered as Energy Savings Performance Contracts (ESPC) IV, Multiple Award Task Order Contract (MATOC), has a shared contract capacity of $3 billion, inclusive of the five-year base and five-year option ordering periods.
“It’s an honor for NORESCO to continue supporting the federal government’s resiliency, energy efficiency and security initiatives,” said Doug Sattler, Senior Vice President, Federal, NORESCO. “This new award enables NORESCO to continue developing public private partnerships that provide significant infrastructure improvements through guaranteed energy and water savings without the need for additional taxpayer funds. We are committed to our long-standing relationship with the U.S. Army and look forward to helping federal agencies meet their mission requirements.”
Huntsville Center, a major subordinate command of the U.S. Army Corps of Engineers, provides specialized technical expertise, global engineering and acquisition solutions, and cutting-edge innovations through centrally managed programs in support of national interests.
