NORESCO’s Solutions Approach Includes Financed Solutions
Energy Savings Performance Contract (ESPC)
ESPCs help the federal government affordably achieve energy and water reliability and resilience goals through a comprehensive third-party financed framework that leverages private sector resources to deliver federal government facility and infrastructure improvements. ESPC delivers energy and water efficiency, facility infrastructure upgrades, and mission resilience with no up-front capital and without the need for congressional appropriations.
As an energy services company (ESCO), NORESCO incurs all costs and risks associated with the development, implementation, and service of the project, paid through the verified utility and operational savings produced. ESPCs can also enable federal customers to benefit indirectly from tax incentives and other financial mechanisms by monetizing those credits and incentives.
The U.S. Department of Energy (DOE) and the Army Corps of Engineers have streamlined ESPC procurement by creating indefinite-delivery, indefinite-quantity (IDIQ) contracts that can be used for any US federal facility worldwide. As a DOE and Army Corps of Engineers ESPC IDIQ contract holder, NORESCO brings critical efficiency and energy goals within reach for federal agencies.
Utility Energy Service Contract (UESC)
Federal customers can also use Utility Energy Service Contracts (UESCs) to implement comprehensive energy efficiency and facility infrastructure upgrades with no up-front capital. In a UESC, the federal agency contracts with a serving gas, electric or water utility. NORESCO, in partnership with the utility, provides a turnkey project, including development, implementation, financing, and performance assurance. NORESCO currently partners with 14 utilities across the country through established UESC master agreements to support the utility’s federal customers.
ESPC with Energy Sales Agreement (ESA)
NORESCO was one of the first ESCOs to implement an ESA to help federal customers fully capture and monetize all available tax and other incentives. Now we’re breaking ground through the integration of third-party financing to leverage savings generated through the Energy Resilience and Conservation Investment Program (ERCIP). This approach can fund additional efficiencies while provide leveraging ESPC or UESC to fund ongoing O&M support for the infrastructure that ERCIP enables.

In 2024, the DOE rated NORESCO’s proposal number one overall out of 20 awarded ESCO companies under the DOE ESPC GEN4 IDIQ contract.
