NORESCO Chosen by Baltimore City Public Schools for Projects Totaling $46.4 Million to Modernize School Building Operations
Business Wire, October 31, 2006
WESTBOROUGH, Mass.--(BUSINESS WIRE)--NORESCO, a national leader in guaranteed energy savings programs and on-site energy management, has been chosen by the Baltimore City Public School System (BCPSS) to implement energy and facility upgrades totaling $26.8 million. The partnership also engages NORESCO to provide on-site operational maintenance at school system buildings for 15 years. The total value of both term contracts is $46.4 million.
The project, part of BCPSS’s strategic effort to improve its school buildings, calls for a range of facility upgrades at 19 school and administrative facilities. The project uniquely pairs guaranteed energy savings with capital improvements in other basic systems to support BCPSS’s facility solutions master plan. With the average age of school building stock at 46 years and deferred maintenance of more than $1 billion, BCPSS chose a plan to optimize scheduling, cost, and flexibility so that facilities support quality education programs for BCPSS students.
The major sources of energy consumption savings for the project are new state-of-the-art energy efficient lighting systems and improved energy management systems. Savings from these and other energy conservation measures will allow the school system to direct budget dollars previously spent on energy to fund overall improvements in the energy and building infrastructure. Students, teachers, and staff will benefit from the improved learning environment.
The City of Baltimore’s Department of Public Works Energy Conservation Office was instrumental in assisting BCPSS with development of the energy conservation contract. “The Energy Conservation Office is also working closely with the school administration in managing implementation of the construction contract and the preventive maintenance efforts toward successful completion,” states Hatim Jabaji, who heads engineering for the Energy Conservation Office.
Randy Clark, Vice President and General Manager for NORESCO, says, “The Baltimore City Public School System challenged NORESCO to develop and implement facility solutions within a relatively short period of time so that students would receive the benefit of the improved buildings as soon as practically possible. NORESCO invested the necessary resources in order to make this happen, and we look forward to continuing to work with BCPSS in this partnership over the next fifteen years.”
NORESCO is one of the largest U.S. energy services companies specializing in the development, design, construction, financing, and operation of energy and environmental efficiency projects, performance contracting, and central energy plants. Its clients include various departments of the U.S. government, school districts, local governments, and industrial and commercial businesses. Over the past two decades, NORESCO has implemented more than $2 billion in energy projects at more than two thousand sites throughout the United States and abroad.
