Under the Energy Policy Act of 1992, Federal facilities are mandated to reduce energy usage by at least 35 percent from 1985 levels. With very limited funds for capital improvements, Energy Savings Performance Contracts is the best vehicle for Federal Government facilities to achieve the mandated savings goal, while simultaneously upgrading their energy infrastructure.

An Energy Savings Performance Contract (ESPC) is a contracting vehicle that uses private sector resources for the development and implementation of comprehensive energy efficiency and facility infrastructure upgrade projects in federal government facilities.
