The Agua Mansa Power Project produces approximately 43 MW of electric power to supply the bulk of the capacity and energy needs for the City of Colton Public Utilities.
The Project replaces contract energy purchases and will effectively protect the City's customers against volatility in the California energy market by permitting the City to own and control is own electric generating resources interconnected on its 66 kv electric transmission system.
In order to support the City's interest in fostering economic development, NORESCO is cooperating with the City to provide process steam to a prospective host industrial and is working with Colton Public Utilities to expand the Project through the subsequent installation of one or more additional gas turbines equipped with heat recovery steam generators and a steam turbine.
The Project is based upon the installation of a single LM 6000 Sprint aeroderivative gas turbine, provided by General Electric Packaged Power, Inc., operating in simple cycle mode, and includes necessary gas compression, water treatment and stringent environmental controls required to meet the requirements of the South Coast Air Quality Management District, including a hot SCR and CO catalyst.
Raw water for injection into the gas turbine for control of nitrogen oxide emissions and power augmentation will be obtained from an adjacent municipal waste water treatment facility.
The entire plant is attractively landscaped and will meet all local noise and siting requirements.
NORESCO is providing full scope development, construction and commissioning services under the terms of a lump-sum, turnkey Engineering, Procurement and Construction Contract.
NORESCO will also provide construction and project management and will operate and maintain the facility under a term O&M Agreement. In order to further support the needs of Colton Public Utilities, NORESCO will provide fuel management and related services during the operating period.
The fast track project broke ground mid January, 2003, and entered commercial operation in June, 2003.
